The problem is she combines one of the weakest positives -a few extra favors are really not that much over the course of the game- with one of the strongest negatives. The minister that lowers loyalty for all others might need to be re-balanced because negating her effect on the other ministers' loyalty is very difficult to impossible, depending on how many tasks they give. The political difficulty is comparable between normal and highest difficulty and actually depends much more on the ministers than the setting Until then the only difference is non-ideal matchups and how many mortar shots the palace can take (I learned that the hard way, lol) I can see this getting very interesting with a superpower-backer, though. One of the few key-differences I noticed when playing on insane versus normal was that the insurgents have one more HP, are more frequent and deal more damage, but that doesn't really matter because the counter-units still oneshot with or without this setting.
